According to the Russian accepted practice concession agreements are concluded for 30-49 years and this is an undeniable advantage for business. Besides, concession payment is fixed during the validity of an agreement and is defined based on object evaluation at the time of contracting. Concession agreement is concluded according to results of an open tender or through private initiative. There is no need for any separate tender on land lease contract conclusion. Bidding procedure and standard forms of concession agreements are stipulated by the Federal law. Guarantee of investor rights is stipulated by the Federal law 115-ФЗ, which makes concession agreement the most legislated form of a private-public partnership.
